Who are the poor? This has been a point of debate for long because the concept of poverty itself is ambiguous. Moreover, even if we are able to come to a conclusion on how to define poverty, and even identify those who are poor, it does not automatically lead to better implementation. The answer to this may lie in changing the question. Instead of asking ‘who are the poor’, we ask ‘where are the poor’. This would mean targeting poor areas instead of poor households. This fortnightly series by Indicus Analytics looks at how spatial identification of poverty could be more effective. For instance, in Bihar, the first state to be covered here, the geographical spread of poor population is quite uniform. In Gujarat, it is more concentrated. In Chhattisgarh, there are pockets located in cities or deep in forest areas. Find out where the poor are, and we will know who they are.
