Recent years have seen increasing use by the Government at Central and State levels of ICT for development purposes. Some notable initiatives implemented in this regard are the National e-governance Plan (NeGP) and the Community service centre (CSC) Among other things these new technologies have the potential to enable better delivery of public services, improved implementation of Government programs. This white paper critically examines the status of abovementioned initiatives and discusses the various constraints faced and potential benefits that are to be realized. It also shows the way forward for both policy action and research questions. The study also assesses the creation of an ecosystem that ensures ICT applications’ development potential is realized to the highest possible extent. It also develops desirable regional ICT sector development strategies together with the analysis and recommendation for the prospective roles of the public and private sectors or ICT sector.
