| India is a significant contributor to the phenomenon of talent migration; it is exporting talent internationally in a big way and is considered to be a significant ‘threat’ internationally. And what is happening across national borders is also occurring across sub-national borders. In this paper we analyze the scale, scope and the factors determining both international as well as internal migration of talent. Finally, the paper critically analyses the costs and benefits of migration before providing some recommendations for policy. This paper not just looks at white collar talent; but blue collar workforce is also included in this analysis. |
